Social Services Failed To Protect A Teenager



    Essex Safeguarding Children's Board conducted a review and criticized the social services severely for failing to protect a teenager - Agnes from years of family abuse, violence and torture. She was subjected to physical and sexual abuse by her mother and relatives.

    Agnes' real identity cannot be revealed due to legal reasons but it has been discovered that she was physically and sexually abused by her mother, her mother's partners and her step grand father throughout her childhood and teenage years.

    It is strange to note that although the social services were given at least 200 warnings by Agnes' neighbors and older siblings, but still no action was taken. Agnes was the youngest child in her family. All the other siblings were also abused in some form or the other. Agnes was put into care in her mid teens in 2006 when she told the police about her abuse. Her family moved to this area in 1990 but the social services of other parts of the country had records of their actions from before. Still the social services did not monitor this family and Agnes suffered immensely. The social services thought that because several of Agnes' siblings were also put in special care and they felt that because of this her mother would be more careful of raising Agnes.

    This is quite a sad story that for so long a kid suffered and the social services couldn't do much for her. The social services department was ranked as inadequate by Ofsted.
